Event Medical Cover Calculator

Plan safer events with a clearer understanding of your medical needs

No two events carry exactly the same risks. Attendance, venue type, audience profile, activities, location and access to local healthcare can all affect the level of medical provision required.

The Rapid EMS Event Medical Cover Calculator provides an initial indication of the people, vehicles and facilities that may need to be considered when planning your event.

It uses a recognised event-risk scoring approach to help you begin the planning process. The result should be treated as guidance rather than a final specification.

Why medical planning matters

Effective event medical cover involves more than placing a first aider or ambulance at the venue. Organisers need to consider:

  • The number and type of people attending
  • Activities that could cause illness or injury
  • Alcohol and recreational drug use
  • Previous casualty data
  • How long the event will last
  • Queuing and overnight attendance
  • Travel time to the nearest emergency department
  • Suitable facilities for assessing and treating patients
  • How patients would be transported if further care were required

The Health and Safety Executive recommends including members of the public—not only employees—in an event’s first-aid, medical and ambulance needs assessment. Organisers should also consider how emergency services will be contacted and how patients would be transferred to hospital.

Ambulance provision and CQC registration

In England, providers carrying out regulated ambulance transport or treatment activities may need to be registered with the Care Quality Commission. CQC guidance explains that transporting a patient within an event site is treated differently from transporting that person away from the event or to hospital. The vehicles being used, the destination and any treatment provided during transport can all affect the registration requirements. When comparing medical providers, organisers should confirm that each provider holds the registrations appropriate to the services being offered. Check the latest CQC guidance for ambulance services. View Rapid EMS on the CQC website.

On-site treatment and patient transport

An ambulance may form an important part of an event medical plan, but it should not automatically be treated as the event’s only clinical facility. Depending on the size and risk profile of the event, the medical plan may need to include a dedicated first-aid post, treatment area or medical centre. This provides an appropriate place to assess and care for patients while helping ensure that transport resources remain available when required. If an ambulance leaves the venue with a patient, the remaining medical provision must still be sufficient to maintain safe cover.

Understanding event tiers

The tier descriptions below offer a broader way to think about event complexity. Attendance is only one consideration: a smaller event with hazardous activities or a higher-risk audience may require more support than a larger, lower-risk gathering.

Your calculator result is a starting point

A numerical score cannot capture every feature of an event. Weather, site layout, crowd movement, safeguarding requirements, emergency access, local hospital capacity and previous event data may all change the final recommendation.

The level of cover should ultimately be determined through a documented medical needs assessment. That assessment can then inform a detailed medical plan covering staffing, equipment, facilities, communications, patient records, emergency procedures and hospital transport.

1. Describe your event

Select the options that best reflect the event, venue, audience, expected attendance and surrounding healthcare provision.

2. Review the risk score

Your score updates as you make selections. Additional hazards increase the score, while certain on-site clinical facilities may reduce it.

3. View the indicative provision

The result provides a starting point for considering first responders, healthcare professionals, ambulances and supporting resources.

4. Arrange a professional assessment

The calculator cannot account for every factor. Rapid EMS can review the event in more detail and prepare an assessment and operational medical plan.
